When Chicalim received first place for Best Environmental Practices, the applause was for a process - not a photo. Plastic-free villages are built in lanes, not on stages.
From Award to Habit
On World Environment Day 2025, Chief Minister Dr Pramod Sawant presented the honour to Chicalim Village Panchayat. The UNEP theme - ending plastic pollution globally - asked a local question: can a Goan panchayat prove that ward-level discipline scales?
Our answer was practical. Stop treating clean-up drives as festival days. Make segregation the default. Link household behaviour to a treatment facility people can visit and trust. Then measure results in cleaner nalas, fewer burning piles, and reused resources.
What We Changed on the Ground
Three shifts mattered most:
- Clarity for citizens - what goes where, and why it matters for health and flooding.
- Staff dignity - uniforms, nameplates and a citizen-facing desk so sanitation work is respected public service.
- Visible infrastructure - the Wealth Out of Waste facility turned “waste talk” into a model others could study.
Lessons Other Villages Can Copy
Copy systems, not slogans. Start with gram sabha ownership. Publish progress without exaggeration. Invite neighbouring leaders to see the plant. And remember: every award belongs to the families who sorted waste before sunrise.
